| This is a first rate opportunity for an experienced traffic servcies manager To provide advice on the development of company VTS policy within national best practice and other company policies. To co-ordinate and compile reports of achievement against appropriate VTS performance standards and operating procedures and assess effectiveness in ensuring that defined standards are met and operational procedures complied with. To co-ordinate reports on the availability and reliability of VTS equipment so as to detect sub-standard performance and to advise the VTS Manager on VTS performance to ensure that it meets operational needs, recommending appropriate remedial action whenever shortcomings are apparent. To participate in and advise on the selection and recruitment of VTS personnel at all levels. To develop a training plan and co-ordinate On-Job, professional development and Refresher Training for Duty Port Controllers, Duty Officers and VTS Officers based upon IALA V-103 training guidance, UK National Training Policy (MGN 318) and the immediate company response to incidents and emergencies. To manage all VTS in-house Refresher Training and Continuous Professional Development and record the training activity of VTS staff to support Revalidation applications. To advise on the development of the VTS simulator and its integration with the planned pilotage simulator. To advise on the individual performance and contribute to the appraisal of VTS staff. To ensure that all VTS logs and records, including PEC trips and acts, are properly maintained to a high standard of accuracy and archived, complying, where necessary, with relevant ISO procedure records. To establish, maintain and update provisions for archiving of radar & VHF data information, and to ensure that all recording equipment is checked regularly. To examine records and provide transcripts to support analysis of navigation incidents and regulatory infringements. To record internal “near miss” reports from VTS operators where personal errors and faults could have led to an incident or accident. To monitor national and international developments in VTS and any associated legislation in order to assess possible implications for the Company. To ensure awareness and familiarity of all VTS staff in the company Safety Management System. Deputise for VTS Manager, DHM(L) as OPCO and provide emergency cover for the Marine Officers (Supervisors). Represent the Authority at external fora in order to ensure company statutory responsibilities are met. Co-ordinate and conduct investigations into navigational and pollution incidents as required and retain evidence for potential prosecution. Interview, verify and assess the competence of vessel Masters and Mates to determine fitness for allocation as Pilot/PEC holder. |
